塞缪尔·库克

塞缪尔·库克是NCR罪犯中一个独特的人物。他对共和国的仇恨是由政治驱动的，因为他认为NCR是一个腐败的、帝国主义的、暴虐的野兽，把它的制度强加在废土上的每一个男人、女人和孩子身上。^[1]他的革命热情使他在新加州发动了一场破坏运动，炸毁了I-15公路沿线的共和国商队。他只有一个人，独自一人，最终被抓获。^[2]

库克的判决使他被关进了莫哈韋廢土的NCR惩戒所。监禁并没有熄灭他心中的火焰。虽然他表现得像个模范囚犯，但除了反NCR情绪外，^[3]他还准备与一群信任的囚犯一起起义。塞缪尔在莫哈韦的烈日下工作时，藏起了临时武器，并偷偷藏起了少量用于铁路建设的炸药，为NCR列车扫清了道路。^[4]

最终，库克看到了一个机会。当共和国将另一批狱警重新部署到科罗拉多时，他和他的手下炸开了牢房，击败了狱警，赢得了自由。其他囚犯意识到发生了什么事后也加入了进来。然而，库克和一群追随者一起离开了监狱，让艾迪组成了炸藥幫。库克带着他的人去了19号避难所，他计划利用当地危险的野生动物和地下的硫磺沉积物，用烈性炸药武装自己，重新点燃对共和国的战争之火。^[5]^[6]

然而，库克正在处理来自菲利普·莱姆的反抗，他是一名罪犯，曾帮助库克越狱，并在库克离开时跟随他一起离开，但他开始重新考虑自己的选择，现在想和其他人一起离开，向NCR投降，但库克不让他们离开。^[7]在小团体内部造成了关于谁是真正负责人的混乱。^[8]

为什么我们不能成为朋友?: 在杀死火蜥蜴后，塞缪尔将请求帮助确保炸藥幫与大汗帮的联盟。
- 如果信使与父汗谈话，并在完成任务几天后返回避难所，他们会发现避难所被遗弃了，因为库克和囚犯们去加入大汗帮了。
- 如果玩家角色站在莱姆一边并炸毁洞穴，库克将诅咒玩家角色的行为。随着他的支持越来越少，他最终离开了避难所，这样他就可以继续对NCR发动战争。
